On June 10, 2026, FIFA <\/strong>published a new edition of its Regulations on the Status and Transfer of Players (RSTP)<\/strong>, set to come into force in January 2027<\/strong>. This document is one of the most important regulatory texts in world soccer, and it is one of the documents on the syllabus for the FIFA agent exam<\/a>.<\/p>\n

Candidates preparing for the official exam<\/strong> need to pay particularly close attention to this update. The January 2027 version has not yet been incorporated into FIFA's official study materials, which means it is not yet part of the exam syllabus.<\/p>\n

Is the FIFA RSTP 2027 Part of the FIFA Agent Exam Syllabus?<\/h2>\n

No<\/strong>. Currently, FIFA's official study materials<\/a> for the agent exam still use the previous version of the RSTP as the reference text. FIFA regularly updates its regulations, but the exam is based on the version of the documents included in the study materials.<\/p>\n

This is not unique to the RSTP \u2014 the same pattern was observed when the FIFA Disciplinary Code 2026<\/a> was published.<\/p>\n

Why a New RSTP in January 2027?<\/h2>\n

<\/p>\n

Since the FIFA Football Agent Regulations (FFAR) came into force in 2023 and the numerous developments in women's soccer, FIFA has carried out several regulatory updates. The Regulations on the Status and Transfer of Players evolve with each new edition<\/strong> to incorporate changes observed in the industry, decisions from the Football Tribunal, and FIFA's policy direction.<\/p>\n

This edition also builds on the Diarra case<\/strong>, which led FIFA to revise certain provisions of the transfer system to bring them into compliance with European Union law<\/strong>.<\/p>\n

<\/p>\n

FIFA worked on this text in consultation with organizations representing players, clubs, and leagues, including UEFA and CONMEBOL, with the ambition of moving the system toward a form of international collective bargaining agreement<\/strong> in soccer, with FIFA positioning itself as the guarantor of the framework rather than as a simple unilateral regulator.<\/p>\n

Ahead of this, a temporary regulatory framework<\/strong> had been adopted in late 2024 to secure the transition period, without prejudging the final amendments to the RSTP.<\/p>\n

The January 2027 edition builds on this continuity, including several additions, some of which are entirely new within FIFA's regulatory body of work.<\/p>\n

The Main Changes in the FIFA RSTP 2027<\/h2>\n

Here are the most significant changes introduced by the new edition of FIFA's Regulations on the Status and Transfer of Players<\/strong>.<\/p>\n

The reform also touches on more technical matters such as rules on compensation for breach of contract<\/strong>, joint and several liability, inducement to breach of contract, International Transfer Certificates<\/strong>, and proceedings before the Football Tribunal.<\/p>\n

Article 5bis: The Ban on \"Bridge Transfers\"<\/h3>\n

This is one of the most significant new developments for the transfer market. The FIFA RSTP 2027<\/strong> introduces an Article 5bis that bans bridge transfers, meaning moves designed to circumvent the regulations.<\/p>\n

The text establishes an automatic presumption. If two consecutive moves of the same player occur within a 16-week window, the parties involved are presumed to have taken part in a bridge transfer<\/strong>, unless proven otherwise. Sanctions are issued by the FIFA Disciplinary Committee in accordance with the FIFA Disciplinary Code.<\/p>\n

Article 18quinquies: Menstrual Health for Players<\/h3>\n

The RSTP 2027<\/strong> adds an entirely new article, 18quinquies, dedicated to the menstrual health of soccer players. Clubs are now required to accommodate players' needs related to their menstrual cycle<\/strong>. Upon presentation of a medical certificate issued by a gynecologist or specialist physician, a player has the right to be absent from training or a match. She retains her full salary during this period of absence.<\/p>\n

Article 18quater: Strengthened Provisions for Pregnancy, Adoption, and Family Leave<\/h3>\n
