Initially, FIFA Agent Exams were held in exam venues designated by a member association. However, the amendment introduced by Circular 1919 allows the organisation of future FIFA Agent Exams online. The aim of this measure is to modernise the selection process for agents while making it more accessible on an international scale.

The last four FIFA Agent Exam sessions were held in exam centres organised by a member association, which could impose travel and accommodation costs on candidates. From now on, the exam will take place remotely, making it much more accessible for candidates. This change encourages more individuals and stakeholders to become agents, particularly those from remote regions or with limited financial resources.
Circular 1919 has amended an article of the FIFA Football Agent Regulations to authorise the organisation of an online exam. This new measure also modifies the number of FIFA Agent Exams held in a year. Since the creation of this exam, it could take place twice a year, but from 2025, there will only be one exam session per year.
